Seabel report : " ms Borcea" : 4th January 1988

This report gives a short description of the accident with the Romanian motortanker "ms Borcea" and discusses the emergency response actions taken by the computermodel "Seabel" involving the real case. An evaluation is made of the actions according to "Seabel" and compared to the real actions taken.
