Waste water charge schemes in the European Union : part 1: comparison and evaluation

This report is a survey of the waste water charge schemes that are applied in EU Member States. In part 1 the waste water charging schemes are compared and evaluated on the incentive and financing functions. Part 2 (RIZA nota nr. 95.031) provides an overview of the applied schemes in each country.
